The Abandonment Continuum Model

A linear, continuum model with pre-abandonment, abandonment, and post-abandonment section. In the pre-abandonment section, first point is code enforcement, second is vacant property registration ordinance, and third is community benefits agreements. The abandonment section. Finally, the post-abandonment section, first is land banks, second is federal programs, and third is both demolition and deconstruction.
